About Us

We are leaders in public policy and proven advocates for technology innovators.  

We help clients achieve and maintain public policy, business and market objectives in the face of legislative and regulatory challenges.
Techolicy is led by Jeanette M. Shaw, a recognized leader in public policy and a proven advocate for technology innovators. She strives to achieve public policy solutions that inspire innovation. 
We work to remove obstacles constraining technology innovation in regulated industries by proactively identifying regulatory barriers, understanding policymaker and incumbent perspectives and educating influencers and decision makers.  

We work closely with all parties to bridge gaps and build understanding.

Jeanette (Morgan) Shaw is an experienced technology executive with an accomplished career working in fast-paced high-tech environments world-wide.  Jeanette’s strengths include aligning sales and strategic market development plans; community and government relations; and media, marketing, internal and external communications.  Jeanette is an exceptional communicator with the ability to create stakeholder alliances and to effectively support key business initiatives. 

Prior, Jeanette was Vice President of Government Relations for National Semiconductor where she developed and led global, federal, multi-state and state public affairs teams in developing legislative and regulatory strategies in support of semiconductor manufacturing and green innovations, including LED lighting and solar.  Jeanette established consensus and encouraged collaboration within the Semiconductor Industry Association (SIA) and the World Semiconductor Council (WSC).

Jeanette was chosen by venture capitalist John Doerr (Partner – Kleiner Perkins Caufield and Byers) to establish Technology Network (TechNet), a national tech-focused public policy organization.  Jeanette served as TechNet’s first Vice President of Public Policy and developed the organization’s public policy roadmap and hired its first public policy professionals.

Jeanette has and continues to serve on several multi-state tech association advocacy committees and is past Chair of the Public Affairs Council, a Washington, D.C., based organization for public affairs professionals.  Jeanette holds an Executive MBA from Stanford University and a Bachelor of Science degree in Political Science/Public Service from the University of California, Santa Barbara.
